A QR code printed on an election ballot became the unexpected weakness of one of the most controlled political systems in Latin America.
That is the premise behind “Los Venezolanos — Defenders of the Truth”, the new case film developed by Rainbow Lobster on behalf of Comando Con Venezuela, which will be presented at Cannes Lions 2026 as a powerful testimony of how citizens used creativity, technology, and collective organization to document the truth during Venezuela’s 2024 presidential election.
Held on July 28, 2024, the election took place under extraordinary restrictions. The leading opposition candidate had been banned from running, international observers were prevented from entering the country, and the regime-controlled electoral authority eliminated most mechanisms for independent verification.
But one vulnerability remained: every official ballot included a QR code.
In response, a coalition of opposition parties under Comando Con Venezuela created a parallel citizen verification network capable of scanning and transmitting electoral records in real time from across the country. More than 600,000 volunteers participated in the operation, covering over 15,000 voting centers and 30,000 electoral tables using mobile phones, encrypted communication channels, and improvised digital infrastructure.
The initiative operated without institutional support or major funding, relying instead on citizens willing to risk imprisonment in order to preserve the integrity of the vote.
When the electoral authority declared Nicolás Maduro the winner without publishing the official tallies, the opposition coalition already possessed thousands of verified voting records contradicting the official result. The evidence was later reviewed and referenced by international organizations and media outlets including the Associated Press, The Carter Center, and The Washington Post.
The aftermath was severe. According to the case, more than 2,000 citizens were imprisoned following the election. Many of the creatives and strategists involved in the project remain anonymous for security reasons, as political persecution and arbitrary detentions continue in Venezuela.
In 2025, the Nobel Peace Prize recognized Venezuelans who helped defend the integrity of the electoral process, further amplifying the global attention surrounding the events portrayed in the film.
The project arrives at Cannes Lions 2026 at a moment when the festival continues expanding conversations around creativity, democracy, human rights, and social impact through categories such as the Sustainable Development Goals Lions.
The case film credits include Venezuelan opposition leader María Corina Machado, president-elect Edmundo González Urrutia, campaign strategist Magallí Meda, and the team at Rainbow Lobster led by Sebastián Arrechedera. Several contributors remain unnamed for safety reasons.
“Los Venezolanos — Defenders of the Truth” will be part of the conversation at Cannes Lions 2026, where global agencies, brands, and creatives gather to showcase campaigns shaping culture and public discourse worldwide.
